Part 2: Standard Operations for Technical Assistance Programs & Oversight
A Comprehensive Framewo**rk for Operational Continuity and Participant Lifecycle Management Strategies
The transition from direct-client consulting to contract-funded Technical Assistance (TA) programs represents a fundamental shift in operational gravity for Launch Industries. In direct consulting, the primary risk is client dissatisfaction; in contract-funded programs, the primary risks are compliance failure, audit disallowance, and the erosion of public trust. When Launch Industries accepts public funding to support small businesses—particularly those in underserved communities—we accept a fiduciary responsibility to document every dollar of effort with forensic precision.
This expanded Standard Operating Procedure (SOP) document transforms the high-level directives of The Launch Playbook into granular, execution-level instructions. It is designed for the Program Manager, the Technical Assistance Team Lead, the Participant Success Manager (PSM), and the Consulting Specialists who execute the work. While the "Founder Mindset" remains the philosophical core, the operational reality of contract management requires a shift toward "Auditor Awareness." Every action taken by a consultant must be traceable, justifiable, and compliant with federal standards, specifically the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).
The following modules have been created to establish the necessary technological and structural foundation (Infrastructure), the human management (Team Lead Protocols) and service delivery (Participant Lifecycle) components.
